My fellow Commissioners:
I want to thank Mayor Jacobs for his prompt and decisive action to address the longstanding concerns regarding management and oversight at the Knox County Juvenile Detention Center.
While I fully understand and share the desire for reform, I believe that a decision of this magnitude warrants a more deliberate, transparent, and inclusive approach.
Like many in our community, I am deeply troubled by the care provided to the youth in our custody. I agree that we must transition the management of the detention center—either to the state, the Sheriff’s office, or other option —as soon as it is practicable but on a temporary period.
I do not support a permanent transfer of control to the Sheriff’s office without a comprehensive and transparent evaluation of all options. Juvenile detention should be a space focused on trauma-informed care, education, and mental health support for vulnerable young people, not an extension of prison.
Similarly, I have reservations about transferring permanent oversight to the Department of Children’s Services or other state department. Such a move could remove local control and diminish public accountability.
I am open to a temporary transition to address immediate concerns. However, I believe it is essential for the Commission to maintain oversight of the Juvenile Detention Center’s governing board. Before moving forward with a permanent solution, I request the following actions by the Executive branch:
• Conduct an independent assessment of current operations, conditions, and outcomes, and ensure that Commissioners have an opportunity to tour the facility;
• Invite input from juvenile justice experts, community leaders, families, and advocates;
• Evaluate all governance models with attention to best practices and legal responsibilities;
• Establish a permanent oversight mechanism for the Commission to ensure transparency, accountability, and continuous improvement—regardless of who operates the facility.We also need clarity on several practical considerations: How many nurses are required? Should a therapist or psychologist be on staff? What are the projected costs? How do we compare to peer-reviewed standards related to racial disparities and long-term recidivism outcomes?
I remain committed to a thoughtful, collaborative reform process that prioritizes the well-being of our youth, supports our staff, and strengthens our community. We must not delegate the Commission’s role in oversight and accountability.
I again want to thank Mayor Jacobs for his leadership on this important issue. I look forward to working together toward a solution that reflects our shared values and commitment to meaningful change.
