The question I posed has still not been answered. Someone or some group of people made a decision that the electronic system we practiced with today, which only shows whether a commissioner voted, and does not show how a commissioner has voted until all final votes are in, is superior or preferable to the protocol we currently follow, which is that all commissioners know how the other commissioners are voting as the roll call votes are taken. I would call our current system “strategic voting” and the new electronic system “blind voting”. The blind voting protocol was presented to the IT department by whomever did the studying of systems and decision of implementation, and that is what we practiced with today.
My question is “Why?” What is the reasoning for making this change. As Commissioner Hill put it, the “pass” option is being eliminated with the contemplated electronic system. This electronic voting system has the option of aligning with the customary protocol the Knox County Commission has followed, strategic voting, which has been the protocol since Mr. Moyers has worked for Knox County.
What was offered as an answer was to the effect of “We studied lots of different electronic voting systems, and chose this one.” That doesn’t answer the question I asked. That answers a different question, i.e., “How did we end up with this system?”
