October General Meeting Agenda

Fellow Commissioners:
In regards to the preliminary general agenda, I have made the following observations and want to ensure that these items are open for discussion during the commission meeting.
9. Line Item Transfers: Since these are not available at this time, I would like to reserve the right of discussion should I have questions.
10. Budget Amendments: Since these are not available at this time, I would like to reserve the right of discussion should I have questions.
11. Spread of Record: I have a question as to why the general employee handbook for Knox County is not utilized solely by all departments/offices and why a special handbook is needed for some offices. Multiple handbooks seems cost inefficient and possibly confusing for employees and HR.
23. Merit Board: I would like to reserve the right for discussion should I have questions.
24: Ethics Committee: I would like to reserve the right for discussion should I have questions.
31. Inspire Contract: Since this is not available at this time, I would like to reserve the right of discussion should I have questions.
36. Knox County Grants & Community Development Policy & Procedure Manual: Since this is not available at this time, I would like to reserve the right of discussion should I have questions.
37. Stones River Group contract: I have received community questions regarding this item, I would like to reserve the right of discussion.
45. Tipton Station Residential Infrastructure Development District: I have received community questions regarding this item, I would like to reserve the right of discussion.

As a standard of practice, I encourage you to reach out to the agenda item’s sponsor and have preliminary discussions regarding any comments or questions that you may have, and ask them to attend the agenda review meeting should you want to continue the dialogue before our voting meeting the following week.

October 15, 2024 at 1:55 pm #4925In order to help the other new commissioners, I would like to share the following as a learning experience.
9/10-Those are typically competed and provided the day of the optional agenda meeting date. So these will never be attached to the preliminary agendas.
11-Under TCA, each elected office can legally have a separate handbook. Some of the offices utilize the general Knox County handbook, others have decided to create their own.
23/24-I received clarification that this is open for discussion as a matter of procedure.
31-Jim Snowden was not aware that the document was not attached to the preliminary agenda and will make it available before Monday.
36-Jenny Holden was not aware that the document was not attached to the preliminary agenda and will make it available before Monday.
37-I no longer have questions.
45-I was informed that this item will be postponed, and additional information will be forthcoming.

October 21, 2024 at 2:34 pm #4956I originally spoke with Chris Caldwell. Item 45 is now item 35 on the newest agenda dated 10/17. It is marked postponed on that agenda.
