Several persons have expressed concerns about this particular “immigration law” requirement of the ordinance. I understand that many organizations have identification processes in place.
However, one concern expressed is that some basic (water/food) survival service non-profits do not require identification as a requirement for the service. For instance food pantries, meals delivered to the elderly, or homeless shelters serving Christmas meals do not request identification. I would like to ensure that the wording is such that we are not requiring a meals on wheels type organization to force their volunteers to “card” an elderly person before they can leave the meal.
The second concern expressed is that an organization receiving funding (for instance something similar to a park) would be overburdened to have to card or identify each person entering their facility in the normal course of business, especially if many of their patrons are non-driving minors.
Would you be willing to adjust the wording so organizations providing basic food/water services or organizations open to ALL members of the general public in the normal course of business not be required to implement new “carding or immigration status” processes?
I appreciate the hard work you have done on this ordinance and appreciate your consideration of my request.Also I plan to make the suggested wording change to item 5 as follows:
5. STATEMENT SAYING THE ORGANIZATION UNDERSTANDS THEY WILL BE REQUIRED TO ENTER INTO A signed contractual agreement allowing Knox Countyās internal audit department to be granted access to all records for financial, operational, and compliance auditing that the internal audit department deems necessary.Thank you, Commissioner Russell

Thank you, Angela RussellCommissioner Durrett, I really appreciate your insight. We actually considered that but the commission office’s Thursday deadline for submission would not allow time for adequate notice of a meeting, the meeting itself (coordination of calendars), preparing any needed edits, and then submitting before Thursday. Following all the rules and deadlines has made this difficult to maneuver. I actually contacted the law director’s office to obtain direction on how to proceed but comply with sunshine regulations. This appeared to be our only option to both meet the deadline and comply. I definitely do not prefer this method of communication and would not recommend it. It is awkward and time consuming. I am personally able to make either time work.
The Finance Committee meeting time has been on the annual 2025 calendar provided before the year even started. The Knox County public that we service is comprised of residents who might need to request time off from work well in advance of the time needed off should they wish to attend our meetings. I believe that adding and changing dates and times with less than a 30 day notice to the public except in extreme emergencies is a disservice to the public that we are elected to serve.
I prefer to keep the original publicly announced time intact. Thank you.I can attend at that time.
I originally spoke with Chris Caldwell. Item 45 is now item 35 on the newest agenda dated 10/17. It is marked postponed on that agenda.
In order to help the other new commissioners, I would like to share the following as a learning experience.
9/10-Those are typically competed and provided the day of the optional agenda meeting date. So these will never be attached to the preliminary agendas.
11-Under TCA, each elected office can legally have a separate handbook. Some of the offices utilize the general Knox County handbook, others have decided to create their own.
23/24-I received clarification that this is open for discussion as a matter of procedure.
31-Jim Snowden was not aware that the document was not attached to the preliminary agenda and will make it available before Monday.
36-Jenny Holden was not aware that the document was not attached to the preliminary agenda and will make it available before Monday.
37-I no longer have questions.
45-I was informed that this item will be postponed, and additional information will be forthcoming.
