Angela Russell

5th District Commissioner
1st Term: 2024-2028

Angela Russell is serving her first term on Knox County Commission representing District 5.  She serves on the Finance Committee as Vice Chair, the Insolvency Board as Vice Chair, the Audit Committee, the Personnel Committee, the Telecom Committee, and the Joint Education Committee.

She graduated from the University of Tennessee with a degree in accounting and has a CPA license. In addition, she has real estate appraisal education and has a Certified General Appraisal license and a MAI designation. She has vast work experience ranging from working for one of the world’s largest accounting firms to small private industry accounting to real estate appraisal and real estate related analysis to management.

Angela believes in financial responsibility. She is a self-proclaimed accounting nerd who enjoys numbers and solving problems. She believes government should spend money wisely and monitor the results.

She has served on her community HOA and was instrumental in forming the Northshore-Choto HOAs Association. This group was formed to advocate for responsible development with better supporting infrastructure.

Angela is an East Tennessee native. She and her husband, Doug Russell, have two children, Savannah Russell-Willett (married to James Willett) and David Russell, II. She is a member of First Baptist Concord.

She bases her life and her decisions on some core principles:

  1. First, love God fully with all your heart and second, love other people equal with yourself.
  2. Leave it better than you found it.
  3. With every right comes a responsibility.
